can you specify the provider please. different providers use different locking schemes.
i recoomend you to download huawei mobile partner first and install it and then upgrade firmware
before trying to unlock this way kindly note to un install all driver softwares you installed

I have tried the suggestion, removed modem, uninstalled bundled software (mobile partner from operator), and then installed downloaded huawei mobile partner, plugged the E173 modem(without SIM Card) and updated firmwire.
It did not work, with the same error. Am I missing something? Should the SIM Card inserted in modem when updating firmwire (which is I doubt it)? Or I did not follow the instruction well? I did not quite understand the instruction to uninstall all drivers software I installed. I mean which drivers I should uninstall?

the firmware updates you find here is not about any enhancements. with stock firmware you can use only the sim you got with the modem. i mean airtel sim in airtel modem etc. so if you unlock you can use any sim on your modem. so thats all about firmware updates here. just to unlock

you can get the firmware from yur provider site itself. if it was from idea, install idea dashboard and in the dashboard there is an option for updating firmware. clicking that takes to idea website. download firmware from there and install it. same works with airtel and all providers.

lost my imei number E173u-1 mode how to recover imei number i use firmwear upadater but not find modem
to discover thye modem. first uninstall all the drivers. and then install it again. dont run any app related to the modem. dont open the dashboard also. then update the firmware. hope it helps. if you still have trouble feel free to comment here

no you cannot upgrade it to 4g. 4g modems requires capacity to handle up to 100 mbps transfer rate. only airtel sells 4g modem in India. read this article below for further information.

Huawei E173Bu-1 could not update firmware. It says The data card can’t be found. Error code: 3 One of the following reasons ma cause the error.
1.The data card is not properly connected to PC.– but connected properly
2. other program is using datacard – nothing used
3. you do not have authority of administrator – i am run as admin
